1980s The CIA recruited Islamic extremists to fight with the Afghan mujaheddin, an estimated 35,000 from 43 Islamic countries. Thousands more studied in the madrassas funded by the Pakistani secret service (ISI) and CIA in Pakistan. The CIA, ISI and British MI6 made terrorist attacks from Afghanistan into Soviet Tajikistan and Uzbekistan. (Washington Post 7/19/92)
September 1987-March 1989 Michael Springmann, US consular official in Jeddah, Saudi Arabia, later claimed that he was “repeatedly told to issue visas to unqualified applicants.” When he rejected applicants he was overruled by superiors. He complained to numerous government offices but was fired and his files destroyed. He claimed many Islamic extremists were given visas by the Jeddah office to train for the Afghan war in the US and that 15 of the 9/11 hijackers received their visas through Jeddah. (AP 7/17/02)

Feb. 26, 1993 Several of the men tried for the first bombing of the WTC were trained by the CIA for the Afghan war. Internal documents concluded that the CIA was “partly culpable” for that bombing. (Independent 11/1/98)
Philip Zelikow and others wrote that if the 1993 attack on the WTC had been nuclear, “like Pearl Harbor,” it would divide the US into before and after and the government might scale back civil liberties, allow surveillance of citizens, detention of suspects, and use of deadly force. Clinton persuaded the Organization for Economic Cooperation and Development to close tax havens in twenty countries used by al-Qaida. After the Bush inauguration the agreement was canceled. Time reported, "Without the world's financial superpower, the biggest effort in years to rid the world's financial system of dirty money was short-circuited."

March 8, 2001 The United Nations and the European Union directed their members to freeze the assets of some al-Qaida leaders but the US did not do so until after 9/11. (Guardian 10/13/01)
Spring 2001 Michael Klare, an international security expert and author of Resource Wars, reported the military had increasingly come to “define resource security as their primary mission.” An article in the Army War College's journal by Jeffrey Record, a former staff member of the Senate armed services committee, argued for “shooting in the Persian Gulf on behalf of lower gas prices” and “advocated the acceptability of presidential subterfuge in the promotion of a conflict” and “explicitly urged painting over the US's actual reasons for warfare with a nobly high-minded veneer, seeing such as a necessity for mobilizing public support for a conflict.”

May 2001 The US began “Visa Express” in Saudi Arabia permitting Saudis to get visas through a travel agent. An official later stated, “The issuing officer has no idea whether the person applying for the visa is actually the person in the documents and application.” (Congressional Intelligence Committee 9/20/02) Warnings of an attack against the US led by the Saudi, Osama bin Laden, were “off the charts” a US senator later said. (Senate Intelligence Committee 9/18/02) Five hijackers used Visa Express to enter the US. (Congressional Intelligence Committee 9/20/02) The program continued until July 2002 and the director of the program received a bonus.
July 5, 2001 Counterterrorism chief Richard Clarke directed every counter-terrorist office to cancel vacations, defer non-vital travel, put off scheduled exercises and place domestic rapid-response teams on shorter alert. By August the directive had been canceled. (CNN 3/02) He would later write, “That is why in 2001, I presented this president with a comprehensive analysis regarding the threat from al-Qaida...Then, the president ignored the warnings and played down the threats.” (Philadelphia Inquirer, 2/1/08)
July 16, 2001 British spy agencies reported to Tony Blair that al-Qaida was in “the final stages” of a terrorist attack “based on intelligence...from US agencies, including the CIA and the National Security Agency.” (London Times, 6/14/02)
Senator Dianne Feinstein (D) and Senator Jon Kyl (R) sent a copy of draft legislation on counterterrorism and national defense to V.P. Cheney's office on July 20 but on September 10, 2001 were told “that it might be another six months before he would be able to review the material.”
July 21, 2001 Three American officials, Tom Simons (former US Ambassador to Pakistan), Karl Inderfurth (former Assistant Secretary of State for South Asian Affairs) and Lee Coldren (former State Department expert on South Asia) met with Pakistani and Russian intelligence officers for the third time. Coldren later said, “I think there was some discussion of the fact that the United States was so disgusted with the Taliban that they might be considering some military action.” Former Pakistani Foreign Secretary Niaz Naik said US officials warned that military action to overthrow the Taliban was planned to “take place before the snows started falling in Afghanistan, by the middle of October at the latest.” (BBC 9/18/01) If that is true, bin Laden might justify 9/11 as “preemptive war” as Bush would later do, but with less cause.
When Thomas Kean, co-chair of the 9/11 Commission, spoke at Trinity University, March 2005, I asked if Simons, Inderfurth and Coldren had been questioned about the threat of a US attack on Afghanistan. Kean said he said he didn’t know but there were a lot of conspiracy theories.

They waited another 19 minutes before notifying NORAD about it. (Newsday 9/23/01) CNN was later told by NORAD that the FAA informed NORAD that Flight 93 may have been hijacked but no fighters were scrambled in response. (NORAD 9/18/01)
